All students who left in 2015/16 achieved their goals and all 13 students in 2016/17 are on target to achieve theirs.
Support workers need additional training to ensure they understand students' needs and targets and provide sufficient support.
Trustees need more detailed data to monitor and hold managers accountable for overall progress made by students.
